Eyeliner Trouble!?

Okk Ladiis I need help!!! I've been tryin 2 apply eyeliner to the inside rim of my lower eyelid but my eyes end up tearing up and the eyeliner smudges completely off! any suggestions??? am i using the wrong eyeliner???
