Where can a buy a shorter antenna for my 07 scion Tc, and can I install myself?

you can put the stock antenna from the honda S2000 for about 30 bucks. Or you can go to killertc.com and buy one. Its called the perrin shorty antenna for 28 bucks. it works good and gets good reception. just screw out the old one and screw the new one in.
