Is there a law in Australia about this, in particular NSW?

A business where I live spashes a bucket of water over their windows, it goes all over the foothpath (we have stage 3 water restrictions so they shouldn't be doing that) I complained to the business and they said some rather nasty things to me when I tried to explain to them it is a slip hazard, I tried to explain to them that there is a window cleaner that comes around and cleans windows but the lady said the water on the foothpath is no different than when it rains, when it rains it doesn't even go under the verandah! I care for a person with a artificial hip he slips over are they going to pay the hospital fees? no they argue it's my problem if he slips over! I left the shop and one of the workers ran after me and said never come here again, like I was going to anyway after being talked to so rudely! I've complained to the shire numerous times the business just ignores the letters the shire sends them is there some law that can help me to stop this?
